Quebec’s New Country Cap for Skilled Worker Program

Published on : October 14, 2024

New Policy to Promote Diversity

Quebec has announced a new policy that limits the number of invitations under the Regular Skilled Worker Program (PRTQ) to a maximum of 25% from any single country. This policy, effective from October 9, 2024, to October 9, 2025, aims to enhance the diversity of national origins among economic immigrants.

Impact on Applicants

The new cap means that for each draw conducted by the Quebec immigration ministry, the proportion of invitations issued to foreign nationals of any single country will not exceed 25%. This change is intended to address a decline in diversity observed in 2024 applications. The policy currently applies only to the Regular Skilled Worker Program but may be extended to the upcoming Skilled Worker Selection Program (PSTQ).
