Quebec has introduced new regulations impacting its immigration system, including the reopening of three economic immigration pilot programs. These programs aim to address labor shortages and will be open for applications from November 23, 2023, to December 31, 2024.
Changes in Language proficiency requirements are in effect for Quebec’s economic immigration programs. Proficiency in spoken French at Level 7 is now mandatory for eligibility in programs such as the Quebec Regular Skilled Worker Program (QSWP) and the Quebec Experience Program (PEQ).
Specific Requirements
Starting November 29, 2023, the Quebec Regular Skilled Worker Program (QSWP) will be replaced by the Qualified Skilled Worker Selection Program (QWSP).
For family sponsorship starting November 23, 2023, sponsors must complete and sign a welcome and integration plan for individuals aged 18-55. This plan ensures support in preparing for arrival, accessing services, and learning French.
Effective January 1, 2024, Quebec is making French proficiency mandatory for all business streams, including the Investor Program, Self-Employed Program, and Entrepreneur Program. Additional changes include residence requirements and a work permit mandate.
Quebec, with significant autonomy in immigration matters, plans to welcome 49,500 immigrants this year, with 50,000 newcomers in 2024 and 2025. The focus is on economic immigration, aligning with Canada’s national plan. The province is also advocating for Francophone immigration across Canada.
