Canada’s Parents and Grandparents Program (PGP): 10,000 Invitations in 2025

In a recent update, the Canadian Government announced on March 7, 2025, that for 2025 Immigration, Refugees and Citizenship Canada (IRCC) plans to accept “up to 10,000 complete applications for sponsorship under the PGP Program”.

Invitations will be sent out to randomly-selected potential sponsors from the existing PGP pool of Canadian immigration hopefuls. A lottery system is used for selection purposes.

Previously, IRCC has announced that no new applications under the Parents and Grandparents Program will be accepted in 2025. With a number of Interest to Sponsor applications in the pool dating far back to 2020, previously-submitted applications will only be considered by IRCC.

The processing times for PGP applications can be up to 24 months. The processing times for those looking to settle in Quebec can be much longer as the province’s Family Class admission targets were comparatively more limited.

More details are awaited. No information has been provided by the Government as to when the invitations are to be issued.

What is the Parents and Grandparents Program of Canada?

A family reunification pathway, Canadian PGP is a program for sponsoring your parents and grandparents for Canada PR visa. You can sponsor if you are a -

  1. Citizen of Canada,
  2. Permanent resident of Canada, or
  3. Registered Indian.

As a potential sponsor, you will be required to meet the minimum income threshold, along with fulfilling other criteria. Applying directly is not possible.. The first step of the process is to submit an Interest to Sponsor form to IRCC. If you get IRCC’s Invitation to Apply, you can proceed to submitting your complete application as per official requirements.

The PGP intake was last opened in 2020. A high volume of Interest to Sponsor forms were received by IRCC. Since then, the intake has not been re-opened. From 2020, IRCC has been issuing ITAs to those who submitted Interest to Sponsor forms in 2020.

With no new applications being accepted under the PGP of Canada, the Super Visa is a recommended alternative.

What is Canada’s Super visa?

You can invite your parents and grandparents to visit you in Canada and stay for up to 5 years at a time. A multiple entry visa, a Canadian Super Visa is issued for a period of 10 years.

Under the Super Visa program, you can sponsor your parents and grandparents to stay with you in Canada for an extended period. To be eligible to sponsor, you must be a Canadian citizen, permanent resident, or registered Indian.

Recently, the Canadian Government announced a relaxation in the third-party health insurance requirements for the Super Visa. Insurance is mandatory and must be applicable throughout the duration of stay of your parent or grandparent with you. With the change, there are now more options available for purchasing Super Visa insurance.
