With a low score threshold, there are more chances of your profile being picked up under category-based selection as compared to a general draw. If you fall under any of the categories, there is a higher probability of being issued an invitation. You will require an invitation to apply before you can submit your complete Canadian permanent residence application. Invitations to apply are sent out by IRCC (Immigration, Refugees and Citizenship Canada).
